With reference to your letter No 17380/1902 of the 27th ultimo asking us to take steps for selecting and sending

out to Hong Kong an Overseer for the Public Works Department

in that Colony, I have the honour to state that our Consulting Engineers consider it impossible to secure the services of a suitable man for the salary offered (2210) or even for the sum named by the Director of Public Works (£225). They represent that they would pay here 4 or 5 guineas per week for a clerk

of the works to superintend a building of the kind contempletel

We await the Secretary of State's further instruc-

tions in the matter.

I have the honour to be,

Sir,

Your Obedient Servant,

Under Secretary of State.
